Becoming a Xuande-Xiphoian Citizen
Citizenship by Birth or Adoption
A person who is born to, or adopted by, a Xuande-Xiphoian citizen is considered a citizen by birth. A person who is a foundling in Xuande-Xiphoi is also considered to be a Xuande-Xiphoian by birth.
The Citizenship & Nationality Act 2009 makes no distinction between birth in Xuande-Xiphoi and birth overseas; the only difference is that Citizenship is automatically registered when a birth is registered with the Office of Births, Adoptions, Deaths, and Marriages, whereas a foreign birth or adoption must be registered with the Xuande-Xiphoian Ministry of Foreign Affairs through a consular notification, backdated to the date of birth.
Children of a Xuande-Xiphoian National or Open Border visa holder who are born in Xuande-Xiphoi automatically gain the more substantive status of either of their parents, unless due to foreign laws the child is born stateless; in this case, the child acquires Xuande-Xiphoian Citizenship by birth.

Citizenship by Naturalisation
A person who is a Xuande-Xiphoian National (see below) may apply for Citizenship of Xuande-Xiphoi when they are resident in Xuande-Xiphoi and:
After your application for citizenship is accepted and the appropriate fee paid, you will be invited to a citizenship ceremony where you will swear an oath or affirmation of allegiance to Xuande-Xiphoi and it's Constitution. These ceremonies are held regularly, however the largest ceremonies occur on Amalgamation Day on July 21 each year. Ceremonies are generally held at community meeting halls but ceremonial locations have included Parliament, submarines, skydives, beaches, and even a rocket launch.
Citizenship entitles a person to access all government and publicly funded services. They additionally assume duties to serve on the Citizen's Assembly, juries, or in national defence when called upon in addition to the duty to vote. They gain the right to stand for all eligible elected offices, such as Parliament and Councils.
Xuande-Xiphoi permits multiple citizenship.
- They have held National status for two years.
- They have turned 18 years of age, and held National status at the time they turned 18 years old.
- They have held National status for any period of time, with a waiver granted by the Minister for Immigration.

Xuande-Xiphoian National Status
Nationals of Xuande-Xiphoi are persons who have established a permanent residence in Xuande-Xiphoi. While not citizens, they are entitled to many of the same benefits, and subject to some of the additional regulations placed upon, Citizens of Xuande-Xiphoi. The majority of XX Nationals continue to naturalise as Xuande-Xiphoian Citizens, however many people find that National status provides a suitable status for themselves for a variety of reasons, such as not wishing to surrender a foreign citizenship.
The rights and benefits of Xuande-Xiphoian National status include:
Xuande-Xiphoian Nationals must adhere to the same duties of Open Border Resident visa holders. The only additional duty of this immigration status is that Nationals of Xuande-Xiphoi are subject to more laws relating to Xuande-Xiphoi's extraterritorial jurisdiction, to a standard equivalent to Citizens.
The requirements to acquire Xuande-Xiphoian National status are:
You might not meet the residency requirement if you have been outside of Xuande-Xiphoi for longer than 4 months in any 12-month period. This could be 1 long trip or many smaller trips. Travel which is for business or as part of work is not counted against this requirement provided the traveler maintained tax residence in Xuande-Xiphoi.
The Minister for Immigration may make an invitation to waive all or part of the three year residence requirement. The Minister may require a fee be paid to the Ministry to accommodate the cost of facilitating this waiver. Applications for consideration can be made via this process.
The rights and benefits of Xuande-Xiphoian National status include:
- Liable for tax rates for Citizens & Nationals, in lieu of tax rates for Open Border visa holders.
- The right to vote in local elections (Regional Government Areas) if permitted by that RGA - currently 26 RGAs allow this. This does not include the right to stand as a candidate or to serve on a jury.
- The right to serve in the Xuande-Xiphoian Armed Services with a citizenship waiver when a Citizen cannot be recruited into a particular role.
- The right to be employed by the National Government when a Xuande-Xiphoian Citizen cannot be employed in a particular role.
- Unlike OBR visas, National status cannot be suspended or cancelled by Senior Immigration Officials. National status can only be revoked by the Minister for Immigration, and is automatically subjected to consideration by the relevant Regional Court of Appeals.
- Xuande-Xiphoian Nationals can access a wider range of government provided and publicly funded services including:
- Enrolment in the public universal healthcare system, MediXX.
- Access to domestic rates for tertiary education services (but not government education loans).
- Access to publicly-funded education and childcare for children of Nationals, equivalent to Citizens.
- Access to a select range of social security payments.
- Access to a wider range of aged care services.
- Increased access and eligibility for government support programmes for business, community, arts and culture.
- Consular protection overseas, subject to conditions.
- Eligibility for Non-Citizen's Travel Documents.
Xuande-Xiphoian Nationals must adhere to the same duties of Open Border Resident visa holders. - Maintaining good character since your entry into Xuande-Xiphoi, to a standard consistent with OBR visa issuance requirements.

Revocation & Renunciation of Citizenship
Citizenship is a constitutionally protected status. Citizenship can only be revoked by the Government of Xuande-Xiphoi by order of the Minister of Internal Affairs, and is subject to an immediate review by a Regional Court of Appeal. The conditions for revocation of Citizenship are:
Additional consideration must be given where the individual does not have a claim to citizenship of another country, with a view to preventing statelessness.
A person may voluntarily renounce their Xuande-Xiphoian Citizenship upon presenting themselves, and an application with all supporting documents, to a Xuande-Xiphoian diplomatic and/or consular post outside Xuande-Xiphoi. Proof of foreign citizenship, or a document from a foreign power establishing an immediate grant of citizenship will be made following the renunciation, is required as a person cannot make themselves stateless. If the application is accepted, the person will immediately cease to be a Xuande-Xiphoian Citizen and will no longer be able to:
A renunciation of citizenship will not be permitted:
A person who has renounced their Xuande-Xiphoian Citizenship has the option to directly apply for Xuande-Xiphoian National status.
- The Citizen acquired citizenship through:
- committing fraud;
- making false representations;
- deliberately withholding information;
- an administrative mistake.
- A person aged 16 or older joins or swears allegiance to a disciplined or paramilitary force gazetted as an enemy force to Xuande-Xiphoi.
- A person who aged 18 or older is convicted of a crime, which they committed prior to gaining citizenship, and is sentenced to a period of imprisonment of 12 months or greater, may have their citizenship revoked and returned to the immigration status they held at the time of committing the offence.
- Where all responsible parents or guardians of a child (i.e. someone aged under 18 years) cease to be Xuande-Xiphoian citizens, other than by their death, and the child has another citizenship, the Government may revoke the child’s Xuande-Xiphoian citizenship.

A renunciation of citizenship will not be permitted:
- The renunciation is not in Xuande-Xiphoi's national interest;
- If the person is reasonably believed to be made stateless by the renunciation;
- If the person owes a public debt such as outstanding tax, government loans, or other financial obligation such as child support payments;
- If the person is an undischarged bankrupt;
- If the person is a wanted fugitive or is the subject of a judicial warrant;
- If the person is reasonably suspected to have committed offences which are covered by the extraterritorial jurisdiction of Xuande-Xiphoi subject to that extraterritorial limitation being based on Citizenship.
A person who has renounced their Xuande-Xiphoian Citizenship has the option to directly apply for Xuande-Xiphoian National status.
Renouncing the Citizenship of a Dependent
Citizenship is a status that is personal to the citizen. Parents and guardians may not renounce the citizenship of their minor children. Parents/legal guardians may not renounce the citizenship of individuals who lack sufficient capacity to do so. Minors seeking to renounce their citizenship must demonstrate to a consular officer that they are acting voluntarily, without undue influence from parent(s)/guardian(s), and that they fully understand the consequences involved in renunciation of citizenship.
Children under 16 are presumed not to have the requisite maturity and knowing intent to relinquish citizenship; children under 18 are provided additional safeguards during the renunciation process, and their cases are afforded very careful consideration by the consular officers to assess their informed consent. Unless there are emergent circumstances, minors should wait until age 18 to renounce citizenship.
An applicant who renounced their citizenship before the age of 18can have that citizenship reinstated if they submit an Application for Reclamation of Xuande-Xiphoian Citizenship within nine months after attaining the age of 18.
