The Xuande-Xiphoian National Government
The Xuande-Xiphoian Government is the unitary national government of the Republics and Kingdom of Xuande-Xiphoi, and is the first level of government division. It is commonly referred to as the National Government.
Like many other democratic systems of government, the Xuande-Xiphoian Government is made up of three branches: the executive (the Republics & Kingdom Council, the Cabinet, and government departments), the legislative (the Parliament of Xuande-Xiphoi, which has four Houses), and the judicial system.
The National Government of Xuande-Xiphoi is charged with the administration of most major and externally-focused powers, or powers wherein there is significant administrative economic and administrative benefit in centralization. The National Government is expected to work closely with Regional Governments to achieve the nation's good governance.
The powers of the National Government are expressed in Section 87 of the Constitution:

The Parliament shall, subject to this Constitution, have power to make laws for the peace, order, and good government of the Republics & Kingdom with respect to:
- Astronomical and meteorological observations;
- Banking, the incorporation of banks, and the issue of paper money;
- Bankruptcy and insolvency;
- Bills of exchange and promissory notes;
- Borrowing money on the public credit of the Republics & Kingdom;
- Bounties on the production or export of goods, but so that such bounties shall be uniform throughout the Republics & Kingdom;
- Census and statistics, including the holding of a national census in the year two thousand and ten and a national census once at least every ten years thereafter;
- Citizenship, nationality statuses, naturalization and aliens;
- Conciliation and arbitration for the prevention and settlement of industrial disputes;
- Copyrights, patents of inventions and designs, and trademarks;
- Criminal law, including as to whether to permit Regional Government Authorities to pass bylaws on particular subjects thereof;
- Currency, coinage, and legal tender;
- Disability and old-age pensions;
- Endeavours, such as government operated corporations, to be establishment for the general economic development of the nation, in support of private and non-profit organisations.
- External affairs, including the recognition of foreign powers and states, laws pertaining to diplomats and consuls and diplomatic and consular affairs, and the granting of foreign aid and assistance;
- Fisheries in Republics & Kingdom waters beyond territorial limits;
- Foreign corporations, and trading or financial corporations formed within the limits of the Republics & Kingdom;
- Immigration and emigration;
- Insurance and insurance services;
- Laws pertaining to the management and execution of elections and voting;
- Lighthouses, lightships, beacons, and buoys;
- Marriages; divorce and matrimonial causes; and in relation thereto, parental rights, and the custody and guardianship of infants;
- Matters in respect of which this Constitution makes provision until the Parliament otherwise provides;
- Matters incidental to the execution of any power vested by this Constitution in the Parliament or in a House thereof, or in the Government of the Republics & Kingdom, or in the Judicature, or in any department or officer of the Republics & Kingdom.
- Matters referred to the Parliament of Xuande-Xiphoi by the legislatures of the Regional Government Authorities, but so that the law shall extend only to Regional Government Areas by whose legislatures the matter is referred, or which afterwards adopt the law;
- Postal, telegraphic, telephonic, and other like services;
- Powers to declare war or authorise military action, and make rules concerning enemy captures, in accordance with human rights and humanitarian principles and law; a temporary authorisation of military action may be delegated to the Government of Xuande-Xiphoi with clear limits of objective, engagement and duration, which shall not go beyond thirty-one days; this authorisation shall only be renewed explicitly and following review of the specific situation at hand;
- Powers to legislate matters of civilian ownership of weapons, such as bows, swords, and firearms.
- Prevention of slavery, and anything that in modern times may be viewed as an act equivalent to slavery.
- Prisons, jails, and other correctional facilities;
- Quarantine and managed isolations;
- Railway construction and extension, and the same of ferry line and aviation infrastructure and management;
- Taxation; but so as not to discriminate between Regional Government Areas or parts of Regional Government Areas;
- The acquisition of property on just terms from any Regional Government Authority or person for any purpose in respect of which the Parliament has power to make laws;
- The acquisition, with the consent of a Regional Government Authority, of any railways on terms arranged between the Republics & Kingdom and the Regional Government Authority;
- The co-management and public funding of healthcare endeavours across the whole of the Republics & Kingdom;
- The control of railways and ferry lines with respect to transport for the naval and military purposes of Republics & Kingdom;
- The definition and punishment of piracy and slave trading and other crimes committed in international waters and spaces, and offences against international law, in accordance with international law, human rights, and humanitarian principles and law;
- The naval, military, and air defence of the Republics & Kingdom, and the control of the forces to execute and maintain the laws of the Republics & Kingdom;
- The protection and active promotion of public health and environmental protection, consumer protection, and citizen participation in public affairs, including through political parties;
- The provision of maternity allowances, widows' pensions, child endowment, unemployment, pharmaceutical, sickness and hospital benefits, medical and dental services (but not so as to authorize any form of civil conscription), benefits to students and family allowances;
- The recognition throughout the Republics & Kingdom of the laws, the public Acts and records, and the judicial proceedings of the courts;
- The service and execution throughout the Republics & Kingdom of the civil and criminal process and the judgments of the courts;
- Trade and commerce with other countries, and among the Regional Government Areas;
- Weights and measures;
- Regardless of all other things, the primary imperative of The Parliament shall be to work for the general interest of the Republics & Kingdom and its citizens.
