Entering and Leaving Xuande-Xiphoi
Visas are generally not required for travel to Xuande-Xiphoi. This a result of the Xuande-Xiphoi's Open Border policies. No visa is required to enter Xuande-Xiphoi for any purpose, including tourism, residence, and work.
You will need to apply for a visa or landing clearance at immi.gov.xx if any of the following criteria apply to you:

All persons who hold a visa, or who are applying at the border for an Open Border visa, must provide evidence of holding private health insurance or travel insurance appropriate to their desired activities and expected itinerary. Approved insurance policies can be purchased from private insurance companies at the border.

Landing Clearance
A Landing Clearance is a form of authorisation to enter Xuande-Xiphoi under the Open Border policy for people who would otherwise be excluded from entry. You must apply for Landing Clearance prior to your arrival in Xuande-Xiphoi. Landing clearances:
It is permissible for a person to travel to Xuande-Xiphoi if they require, but do not possess, a landing clearance if they are travelling for the purpose of acquiring asylum seeker status. Anyone may also travel to Xuande-Xiphoi without a passport, however your entry into Xuande-Xiphoi will not be granted without establishing your identity as a Citizen or National or another protected person.
- Have a non-refundable application fee of €1,500 and if escalation is required, this cost may increase through published bands;
- Are valid for 12 months, but have no expiry if the applicant takes up residence for a period of 12 months in Xuande-Xiphoi in this timeframe;
- and 90% of applications are completed within 2 months where all documents are provided and assessable, but may take longer for complex cases.
It is permissible for a person to travel to Xuande-Xiphoi if they require, but do not possess, a landing clearance if they are travelling for the purpose of acquiring asylum seeker status. Anyone may also travel to Xuande-Xiphoi without a passport, however your entry into Xuande-Xiphoi will not be granted without establishing your identity as a Citizen or National or another protected person.
Open Border Visas
All persons who enter Xuande-Xiphoi (other than special visa holders) will receive an Open Border Visitor (OBV) visa in their passport on arrival. This visa provides the holder with the right to enter Xuande-Xiphoi and stay in Xuande-Xiphoi for as long as their travel insurance is valid. Open Border Visitor visa holders are not entitled to work in Xuande-Xiphoi or study for a period of more than 3 months without upgrading their visa to an Open Border Residence visa, which can be done online. This visa is free on arrival.
Open Border Residence (OBR) visas do allow the holder to work, study, and live indefinitely in Xuande-Xiphoi. A charge is assessed for this visa on arrival. OBR visa holders must undergo a simple health screening prior to, or within 33 days of, being issued their OBR visa.
On arrival, you will be provided with a standard-template Statutory Declaration of Character and Conduct and information about living in Xuande-Xiphoi - this is provided to all Open Border visa holders, including visitors, in case they decide to change their status to resident visa holders. These documents are provided in two languages, being English and a certified translation in a language of the recipient's choice if their first language is not English. You may be denied entry into Xuande-Xiphoi if you do not sign this statutory declaration, or if a senior immigration officer determines you have, or are likely to, fail to uphold the requirements in the declaration. This determination may be made if:
Open Border visa holders are not entitled to access a number of government services or public funds. Open Border visa holders are expected to be self-sufficient during their stay or residence in Xuande-Xiphoi.
If you are entering Xuande-Xiphoi with an Open Border Residence visa with dependents, you must show that you have sufficient ability to financially support your dependents. Your, and your dependents, Open Border Resident visa application may be refused if you are unable to demonstrate this.
Your entry into Xuande-Xiphoi may be refused if you represent a public health risk. This is assessed by specialist Immigration Medical Officers.
In the event that you wish to leave Xuande-Xiphoi and have no access to funds to achieve this, you can access funds through the Repatriation Support Fund, which is funded by levies paid by all Open Border Residents. If it is determined you have no other way to pay, this Fund will pay for a one-way flight to your home country or to another place you can reside permanently and work. Your Open Border Resident visa will be suspended if you accept this funding, and if you return to Xuande-Xiphoi, you must repay this amount into the Fund before your visa can be reactivated.

- engage in criminal conduct
- harass, molest, intimidate or stalk another person
- vilify a segment of the Xuande-Xiphoian community
- incite discord in the Xuande-Xiphoian community
- be a danger to the Xuande-Xiphoian community
You may be denied entry into Xuande-Xiphoi if you do not sign this statutory declaration, or if a senior immigration officer determines you have, or are likely to, fail to uphold the requirements in the declaration. This determination may be made if:
- you have a substantial criminal record
- you are or have been a member of a group or organisation, or had or have an association with a person, group or organisation that the Xuande-Xiphoian Government reasonably suspects of being involved in criminal conduct
- the Xuande-Xiphoian Government reasonably suspects that you have been involved in people smuggling, people trafficking, genocide, a war crime, a crime against humanity, a crime involving torture or slavery, or a crime that is of serious international concern, whether or not you have been convicted of such an offence
- your past and present criminal or general conduct shows that you are not of good character
- you have been convicted, found guilty or had a charge proven for, one or more sexually based offences involving a child
- you are subject to an adverse security assessment by the Xuande-Xiphoian Intelligence Corps
- you are or have been convicted of a domestic violence offence or have ever been subject to a domestic violence order

Biometric Enforcement for Exclusions
All persons, excluding Xuande-Xiphoian Citizens and Nationals and internationally protected people (such as diplomats) are required under the Immigration Act 2009 to undergo biometric registration and checkpointing when entering and exiting Xuande-Xiphoi. Biometrics taken at the border as part of the passport inspection include:
Accommodations are made for persons for whom the taking of biometrics is not practical or respectful; for instance a curtain may be drawn for a person to remove a face covering in privacy, a voice record may not be required for a member of a religious order under a vow of silence, and general considerations for alternative processes persons with medical conditions.
The purpose of this biometric enforcement is to ensure that persons who are deported and/or excluded from Xuande-Xiphoi are not able to gain re-entry to Xuande-Xiphoi, such as by utilising a false identity. Biometric data is stored alongside other entry data on the national Immigration Deportations and Exclusions Actions Database (IDEA Database). The IDEA Database cannot be legally be used for any purpose except for the biometric identification of Open Border visa holders for comparison against deportation and exclusion orders (and scientific research and study where ethical consent is given.)
The biometrics of Xuande-Xiphoian Citizens and Nationals are not registered or checkpointed, except against their e-Passports or e-Travel Document; a person who gains national status or citizenship of Xuande-Xiphoi will have their biometrics removed from the database upon notification to the Ministry of Immigration.

- A voice record;
- Facial shape and features (such as veins);
- An eye and retinal scan;
- A digital signature.

Charges at the Border & Immigration Charges
Xuande-Xiphoi charges a number of fees and levies at the border, which are generally paid as part of your air or sea ticket. All charges are paid in Xuande-Xiphoi Cash (€).
