The Legislative Council
The Legislative Council is the upper house of the Parliament of Xuande-Xiphoi. Along with the Legislative Assembly, the LC is one of the two houses that is able to propose legislation. The purpose of the Legislative Council is to act as a house of review of bills passed by the Legislative Assembly, providing a check and balance against potential inefficiencies occurring at that level. The LC can therefore block supply of a bill, which can, in exceptional circumstances, result in a dissolution of the Parliament as it becomes unable to pass an amenable bill.
The Presiding Officer of the Legislative Council is the President of the Legislative Council, currently Cr. Ariana Mireas CS of Marine's Bay. The President of the Senate is chosen by ballot of all the members of the Legislative Council and controls debate and procedure; undertakes various administrative and ceremonial duties; shares responsibility for the management of the Parliament Complex and other parliamentary facilities and services with the President of the Legislative Assembly, particularly in relation to the management of Old Parliament House. Unlike the President of the Assembly, The President of the Council holds a vote in regular debate.
The Legislative Council's role in introducing legislation to be considered is equal to that of the Legislative Assembly, with the exceptions that the LC may not propose any bills that authorise government expenditure of public revenue or that impose taxation; this is due to the effects of Section 44 of the Constitution of Xuande-Xiphoi.
Each Local Government Area elects 3 Councillors to hold a seat as Councillor. The Legislative Council is elected in three classes, with one position for a Legislative Councillor to be elected with each election of the Legislative Assembly. This means the term of service of a Legislative Councillor is 8 years, though Councillors elected as part of a double dissolution are Constitutionally limited to shorter class terms.

Seating Colours
Seats in the Assembly are furnished in cobalt blue. This colour scheme was chosen as cobalt is the colour of the outer border of the Xuande-Xiphoian flag, and in the same way, the Legislative Council represents the final house of review and clearance of the Parliament as a whole.
