The Prime Minister
The Prime Minister of Xuande-Xiphoi is Daniel Hayes, MP. Prime Minister Hayes is both the 1st and the 3rd Prime Minister of Xuande-Xiphoi, and was most recently sworn into office on 3 September 2018 representing the Port Xirolivado electorate in the Legislative Assembly. Mr. Hayes is also the leader of the Guilds & Communities Party.
Daniel was born in Port Xirolivado on March 7, 1960. He was educated at the Firos Park South State School and Xirolivado Riverhead State High School. In 1978, Daniel was successful in receiving a scholarship at Oppentin University where he graduated with a Bachelor of Arts in Political Science in 1981. Following a year's travel, Daniel returned commissioned as an officer into the Xuande-Xiphoian Air Force, in which he served between 1983 and 1992 as an Air Battle Manager aboard the E-3 Sentry aircraft. Daniel received an honorable discharge with the rank of Major.
Daniel completed his Master of Arts in Political Science at the Revnami School of Society and Economics in 196. He married his wife, Mei, in December of that year. Their child, Emma, was born in November 1997. Between 1996 and 2004, Daniel took up the role of National Secretary of the Amalgamation Effort in Revnami, a pro-Amalgamation group he had been an active member of since 1990, and was an active member and leader of the Guilds & Communities Party.
Daniel Hayes was first elected to the Forum Legislative Assembly on 1 February, 2004, in a Port Xirolivado by-election. Strongly opposed to the politics of Prime Minister Benjamin Corey, Hayes quickly established a reputation as an effective and charismatic leader, and was elected to the leadership of his party in 2005 in a rise described as 'meteoric' by observers.
Not expected to win, the Guilds & Communities were able to make a coalition agreement and came to power in 2006. Rallying pro-Amalgamation sentiment across the Parliament and society, Hayes worked quickly to leverage public attention. This effort was instrumental in driving Parliament to vote on Amalgamation, creating the modern state of Xuande-Xiphoi on July 20, 2009. In a General Election necessitated by this, Prime Minister Hayes was re-elected with the GCP achieving a narrow outright majority.
Prime Minister Hayes and the GCP were narrowly defeated in September of 2013 by the United Liberal National Party, led by Prime Minister Ellis Baikov. Public sentiment returned to the GCP under Hayes's continued leadership, and after a stint as Leader of the Opposition, Prime Minister Hayes led the GCP to a resounding win in September of 2018, beginning his second non-consecutive period of leadership of Xuande-Xiphoi.

Role of the Prime Minister
The role, duties, and authorities of the Prime Minister of Xuande-Xiphoi are described in Section 3 and 4 of the Xuande-Xiphoian Constitution. The Prime Minister is the chief director of the Xuande-Xiphoian Government's executive and legislative authority (though not the chief officer of either), and is recognised as the Head of Government of Xuande-Xiphoi.
The Prime Minister is the first among equals of the Members of the Cabinet, and is responsible for the daily governing of Xuande-Xiphoi. The Prime Minister is responsible for the overall performance of the executive branch in alignment with the laws and regulations set forth by legislation.
The Prime Minister, as head of the Government in the Parliament, directs the legislative priorities of the day.
The Prime Minister works closely with the Head of State, that being the officeholder of the Chair of the Republics & Kingdom Council, and by extension the whole Council. These powers include management of public agencies and the civil service, as well as the National Police and Armed Services; as well as directing appointments, honours and awards, and working with the Council to influence the timing and conduct of elections and rendering of democratic services.

Role of the Deputy Prime Ministers
The Prime Minister has an enormous task in the governance of Xuande-Xiphoi. The two Deputy Prime Ministers act as representatives for the Prime Minister in Parliament when the Prime Minister themselves cannot be present due to tasks of executive nature. The Deputy Prime MInisters also represent the Prime Minister in domestic political engagements, ensuring the office of the Prime Minister can be, in effect, 'in three places at once.'
Either the Prime Minister or a Deputy Prime Minister is always physically present in Xuande-Xiphoi.
Furthermore, the two Deputies are appointed 'In Assurance of Democratic Continuation.' By convention, one Deputy Prime Minister will sit in the Legislative Assembly, and the other in the Legislative Council. In practice, this means that if the Prime Minister declares, or is otherwise legally declared, to be 'temporarily unable to serve their duties as Prime Minister,' the 1st Deputy Prime Minister will assume the role of Acting Prime Minister, with the roles and responsibilities described in the Constitution.
Should the Prime Minister declare, or be legally declared, 'unable to permanently serve their duties as Prime Minister' then the 1st Deputy Prime Minister assumes the role of Acting Prime Minister, until such time that the Government can meet to confirm a new Prime Minister.
The 2nd Deputy Prime Minister will assume each of these roles if the 1st Deputy Prime Minister is also unable to assume them. The 1st Deputy Prime Minister is always considered senior in protocol to the 2nd, unless the 2nd Deputy Prime Minister legally assumes the role of Acting or Interim Prime Minister.
